Vladimir Starovojtov nasceu a 2 de fevereiro de 1948 em Gorki, região de Mogilev, na Bielorrússia. Em 1972, licenciou-se na Academia Estatal de Agricultura da Bielorrússia. É casado e tem dois filhos. Em 2005, comecei a trabalhar em livros sobre filosofia para estudantes e pessoas que continuam a sua aprendizagem ao longo da vida.
