Welsh was Associate Curator in the Department of Civil History, National Museum of History and Technology, now the National Museum of American History, 1959-1969. As curator he played a major role in the development of the "Growth of the United States" Hall in the Museum. Welsh was Assistant Director General of Museums, 1969-1970, and also served as Director of the Office of Museum Programs, 1970-1971.
