John Baylis is Emeritus Professor of Politics and International Relations, and a former Pro-Vice Chancellor, at Swansea University, UK. Yoko Iwama is Professor of International Relations at the National Graduate Research Institute for Policy Studies (GRIPS), Tokyo, Japan.
