Respect for the obligations of States must be advocated. We have therefore opted for a general awareness, and an involvement of all African social strata first of all, in the search for the Pax Africana. There is everything to be gained from preserving humanity, and silencing weapons so that the law does not remain a dead letter and inadequate: it is by letting Africa apply it that this important part of the strategy becomes part of the solutions. It is important to focus on the stability of this region in every respect.
