Indeed, proxy powers are characteristic of the countries in the region. They can never be one of them. National and international justice mechanisms must be brought into play in earnest, for the sake of peace and the satisfaction of the victims of the atrocities, which will soon be hundreds of years old. Respect for the obligations of States must be advocated. We have therefore opted for a general awareness, and an involvement of all African social strata first of all, in the search for the Pax Africana. There is everything to be gained from preserving humanity, and silencing weapons so that the law does not remain a dead letter and inadequate: it is by letting Africa apply it that this important part of the strategy becomes part of the solutions. It is important to focus on the stability of this region in every respect.
