Article 33 of the 1945 Indonesian Constitution, (1) requires the State to regulate land ownership and lead its use, so that all land throughout Indonesia is for the greatest prosperity of the people, both individually and cooperatively. Article 33 of such Constitution : (2) Production branches which are important for the state and which control the livelihoods of the people are controlled by the state, (3) The earth and water and natural resources contained therein are controlled by the state and used for the greatest prosperity of the people, (4) The national economy is based on economic democracy with the principles of togetherness, fair efficiency, sustainable, environmentally friendly, independent, and by maintaining a balance of progress and national economic unity.
