Information is one of the key resources for the implementation of development infrastructure that requires implication of various levels of public and private sectors efforts including local, national and global. Implementation of information infrastructure for the sustainable development depends on several essential factors like, quality and quantity of optimal data, easy access at the grass root level, inclusion of modern IT methods with cheaper tools and transparent flow of information. Interactive coexistence between information dividends led to subsistence e- governance and increased adaptability in IT amenities. Widespread use of Internet has increased information dissemination leading to enhance interactivity in developmental activities and human resource development. One of the main beneficiaries is accumulating unconnected masses of the developing societies. This research has dealt with information infrastructure development at congested bandwidth situations over widely distributed and dynamically developed networks to be utilized for empowering communities at the grass roots.
