This book discusses learning interventions and challenges in context of local economic development. It focuses on a small municipality in Bosnia-Herzegovina: Srebrenica. While some identified problems are unique to Srebrenica, many are common to other rural municipalities in the region. Srebrenica is recipient of significant international aid, likely highest per capita in Europe and possibly among highest in the world. Vocational education and training, different forms of entrepreneurship, strengthening of municipal capacity, partnerships with local businesses and other stakeholders are some of the measures explored and introduced with varying degree of success. Culture and values also play a significant role.
