Brigadier-General John Hartman Morgan was a British lawyer who specialized in constitutional law. He gave lectures and published about the subject, and he also served in the military during World War I. Morgan was born on March 20, 1876, to Reverend David Morgan and his wife Julia Wethli. He attended Caterham School, the University College of South Wales, and Balliol College, Oxford, where he studied contemporary history. He joined the Inner Temple before becoming a member of the Daily Chronicle's literary staff from 1901 to 1903. After completing a research scholarship at the University of Berlin, he worked as a lead writer for the Manchester Guardian from 1904 to 1905. He married actress Margaret Halstan on July 4, 1905.
