"Any progress of the Administration cannot be made without its men, whose qualities, in particular knowledge, know-how and interpersonal skills, are essential assets for successful change." It follows from this observation that the greatest wealth of an administration lies undoubtedly in human resources. However, most public establishments in Togo are not very dynamic for the simple reason that their human resources are not only overused but also do not have better working and living conditions. Improving the working and living conditions of human resources to make EPAs efficient, is the objective that we strive to achieve, through the following theme: legal aspects of the staff of public administrative establishments (EPA): case of the University of Lomé (UL) and the Togo Retirement Fund (CRT).
