The theme of this monograph is: "Legal aspects of political reform and popular participation". Its purpose is to clarify what political reform is from a legal point of view, what forms and possibilities popular participation has in relation to the legislative process and to analyze the legislative changes that would be necessary to carry out the so-called political reform in Brazil. Such a study is pertinent given the large number of legislative proposals, including amendments to the Federal Constitution, dealing with this issue and which, despite having been discussed for some time, find it very difficult to be finally approved and generate a series of doubts as to the legitimacy of their proposal and their form of approval by the Legislative Branch. There is also doubt about the form of popular participation in this reform, whether it is really necessary and how it would be carried out, whether by plebiscite, referendum or even by popular initiative law. The methodology to be used will be bibliographical consultation and newspaper and magazine articles dealing with the subject.
