The legal license is a system that has been working efficiently for more than twenty years. Its scope of application, extended by the law of August 1, 2006, allows it, in principle, to ensure the redistribution of sums due to holders of neighboring rights and the cultural diversity of the phonograms broadcast. The objective of the DADVSI law was to adapt copyright and related rights to new technologies. However, the modifications made by the DADSVI law have had the effect of making the system of article L. 214-1 even more complex without allowing it to be adapted to the modes of distribution provided by the new technologies.
