This paper was written to ascertain how the Armed Forces can best present, accurately and convincingly, to the Congress and the people of the United States, the logistical implications in the plans for national defense in order to insure understanding and secure adequate and timely legislation to provide logistical preparedness prior to the opening of hostilities. The scope outlines certain major logistical deficiencies in World Wars I and II which resulted from logistical unpreparedness prior to the opening of hostilities.
