O Dr. Noushia Parveen nasceu em Haldwani (Índia). Foi muito estudiosa desde a sua infância. Tinha sido aprovada no Teste Nacional de Elegibilidade e obteve uma bolsa de investigação da UGC. Recebeu o prémio de Jovem Profissional de Biblioteca e Informação em 2011 da Associação Indiana de Bibliotecas. Recebeu mais de 16 artigos de investigação em revistas internacionais.
