Since September 1, 2001, teachers in Minnesota applying for initial licensure as teachers of communication arts and literature, grades 5-12, were required to demonstrate several communication competencies. This study uncovered data from ten public, four-year, teacher preparation institutions in Minnesota to answer three research questions. First, what specific course is aligned with the listening pedagogy competencies as required by Board of Teaching (BOT) rule 8710.4250? Second, what academic department is aligned with the listening pedagogy competencies? Third, what methodologies are used to benchmark the listening pedagogy competencies? The BOT opened public licensure files to the researcher. The Minnesota Department of Children, Families and Learning BOT files for each of the ten institutions were examined. Information regarding specific courses, academic departments, and learning benchmarks was compared and contrasted. Data was synthesized to answer the research questions. The results indicated very little actual alignment with listening pedagogy competencies by any department in any course in the ten public teacher preparation institutions in the state of Minnesota
