Nació en 1952. Economista. Pasó de obrero (1969) a empleado de la Administración del Presidente de Kazajstán (2001-2008). Ha recibido premios literarios internacionales. Galardonado con órdenes y medallas por su contribución a la literatura internacional. Copresidente del Consejo Literario de la Asamblea de los Pueblos de Europa y Asia. Es autor de 30 libros.
