The problem of institutionalization of lobbyism allows us to consider lobbyism as a historical phenomenon and institution, which includes the whole complex of lobbying relations. Lobbyism is present in the political systems of all countries, regardless of the nature of the political regime, political culture and historical traditions. The degree of influence and functioning of lobbyism depends directly on the level of democracy, the channels of interaction between society and the state and the political system as a whole. Civilized lobbyism has a noticeable impact on society and power. Firstly, it ensures the representation of interests of the majority of "interest groups", and secondly, lobbyism provides the authorities with information on certain social problems. Lobbyism in modern Russia is becoming an attribute of the political process and socio-economic life. A considerable number of lobbying subjects are active, which actively use various methods and technologies of lobbying activity for realization of representation of the interests in bodies of legislative and executive power.
