Achieving a balanced diet for the population is difficult. It is often thought to be a problem of science, technology and innovation; however, when we introduce a technology, unforeseen circumstances often arise that hinder its development, since climate, soil, natural resources and even people are not the same. This complex process requires the preparation of local officials, specialists and actors for the assimilation and successful execution of the tasks, where capacity building prior to implementation is an essential and decisive aspect.
