Detailed aim of this work regarding analysis of LGU service usability has been achieved through analysis of twenty selected city websites (in English and Polish language). Out of twenty websites, eight websites have been chosen as the most representative ones (they best fulfilled the criteria for LGU (implementation of the main objective). Creation of web tracking software was the second detailed aim of this work and it has been fully achieved. The software enables analysis of the time and access path to information desired by the user. On the basis of implemented rules the software allows to examine the shortest access path to information, the smallest number of clicks and examination of website quality on the basis of questions answered by users for the purpose of this research. development of aggregated measures (IM, BM, TM, UFUF) as the result of adopting VMCM method, constituting basis for websites of local government units in respect of website content, the use of the eye-tracking system to test eye activity of LGU websites users and based on these studies development of solutions regarding useful content arrangement on these websites.

Author born in 24-06-1971 in Baghdad-Iraq. He was finish Bs.c in computer Science in 1999and finish his Ms.c in computer Science from College of Science/University of Al-Mustansirya, Baghdad-Iraq in 2006. The author was finish PhD study in information technology in management from University of Szczecin, Szczecin-Poland in 2016.
