Abdulla Vakhsh-Abdulla Akhmatovich Mengqobilov was born on March 31,1962 in the village of Vakhshivar,Denov district,Surkhandarya region.He served in the military in Afghanistan from 1980 to 1982.In 1989,he graduated from Tashkent State University(now the National University of Uzbekistan)and in 2000 from Tashkent State University of Economics.
