Among the various programmes in primary care is the School Health Programme (PSE), which emerged as an intersectoral policy between the Ministry of Health and the Ministry of Education, with a view to providing comprehensive health care to children, adolescents and young people in basic public education, in the context of schools and health units. The aim of this study was to analyse management and planning in primary health care from the point of view of users, professionals and managers, based on the School Health Programme (PSE). Two users (students), two professionals (a dentist and a psychologist) and one manager (a nurse) from primary care, who are part of a Family Health Unit and take part in the Health at School Programme (PSE) in a municipality in the state of Paraíba, were interviewed. This was a descriptive exploratory field study with a qualitative approach. The data was obtained through semi-structured interviews. The data was analysed using the following steps: datasorting, data classification and final analysis. It was noted that there were weaknesses in the actions taken by health and education professionals due to the length of time it took to implement the programme.
