This study primarily intends to assess demand for and use of evaluation explicitly through promotion of MRE in South Asia. It also aims to devise a user-friendly management response to evaluation (MRE) index that indicates status of evaluation use not only at project/program level, but also at national, sub-national and regional level. Qualitative and quantitative status of evaluation scenario of the state organizations (SOs) at ministerial level and non-state development partners organizations (NSDPOs) working in Nepal has been critically examined. The results of MRE Index for respondent organizations have been calculated. Accordingly UN agencies have the highest MRE Index value of 0.490 followed by INGOs - 0.3254, donors - 0.322, NGOs - 0.205 and Government Ministries - 0.0223, the lowest. Average MRE index for Nepal is thus determined to be 0.273, which however is subject to further research in terms of identifying other relevant dimensions of indicators and simplification of MRE scoring process with statistical authentication.
