This studies insights of human resource development (HRD) management and its practices of the telecommunications businesses in Laos and Thailand. The study aimed at scrutinizing and comparing how the telecommunications operators of Laos and Thailand manage their people in a period of rapid technological changes, knowledgeable customers and intensified competition in this service-based era. Twenty-three key informants from the telecommunications companies were interviewed face-to-face (15 from Thailand and 8 from Laos), and 469 valid questionnaires were accumulatively collected to study the employees perspectives and actual HRM practices in the telecommunications companies.The results show that the telecommunications operators of both countries have been rapidly increasing enhancing their employees capabilities as priorities.
