It is therefore clear that this industry is potentially dangerous and creates casualties located either at sea or on land. The primary, and at the same time ultimate, objective is SAFETY. To address and achieve this we turn to technology, navigational science, naval architecture and legislation. Legislation arises in the domestic order and international production, being its framework very broad: administrative, planning and police, civil and commercial, criminal and environmental, coexisting Public Law with Private Law, that is to say, State intervention and the autonomy of contracts.
