In the administration of projects planned by government entities, there is little evidence of techniques that fit in the development of the project cycle, as well as in the performance indicators that are part of the evaluation of project management. As part of generating innovation in public administration, with a methodology used in private administration, the Project Maturity Model for Government Management arises, allowing the description and explanation of its impact on the humanistic, political and socio-productive development of the country. The research method is based on the interpretivist-dynamic perspective, which involves a creative construction process to understand this vital environment. The findings reveal gaps in the knowledge of management capabilities and competence, as well as in the sustainability of governmental projects. From this evidence, it is intended to innovate with a model based on Maturity for social management that represents the operative character, applying the conceptual theoretical elements explained in the theoretical model and where the sustainability of management would be guaranteed.
