Titulaire d'une maîtrise et d'un doctorat en sciences politiques de l'Université de Paris X ainsi que d'un diplôme de 2e cycle en administration de l'Université Laval, Michel Picard est reconnu pour son expertise dans l'analyse des renseignements criminels, plus particulièrement dans le domaine des crimes économiques. Auteur d'articles et livres sur le sujet, il a également été conférencier sur la scène internationale et collaborateur des différents médias écrits, radiophoniques et télévisés québécois.
