This paper is going to analyse how the economic context has an important influence on lowering the number of open positions available on the workforce market along with the reorganization process that many companies had to deal with. The purpose of this study is to show how the selection process of managers for the railway transport companies may be improved by using a multi-criteria decision-making model. The novelty of this paper is that, this model was created, developed and implemented for the first time in a Romanian company for managers' evaluation process. It is important to mention that the model which will be developed is dedicated for facilitating the selection of managers for large companies. The model was successfully implemented and validated in a public company using a parallel between a classic method for evaluating the personnel, namely the merit order ranking system and our method.
