Theories of E.Rutherford and N.Bohr, backed by numerous experimental data appeared much later and eliminated this problem. It is time to return to the Laplace hypothesis and try to prove it based on the modern experimental data on the structure and dynamics of atoms and molecules. This collection of articles and publications, made mainly in the last 20 years, is one of such attempts.
