This study aimed to analyze the work and care process in the encounters between health workers and users of the Family Health Strategy (FHS), focusing on its micropolitics. The methodological path chosen was qualitative, being conducted in a Family Health Unit in the municipality of Feira de Santana-Bahia, through semi-structured interviews and systematic observation. Five (5) team workers and two (2) users of the health service participated in the study. As a result, we noticed difficulty in the articulation of individual work among workers and an overvaluation of hard technologies in user care. Some workers understand and act in order to ensure the decentralization of care and establish the ESF as the user's gateway to the services offered by SUS, but it is still clear that many actions that could be performed in Primary Care are referred to medium and high complexity services. The printed model of care is still centered on curativism, with actions that prioritize individual care.
