This book describes and analyses the new proposal for a Directive on the condition of entry and residence of third-country nationals for the purposes of highly qualified employment. It also demonstrates the responses to the proposal, the pros and contras, which are raised by the EU Member States, Experts, NGOs, Employers and also by Trade Unions. Finally, this book attempts to look at the feasibility of the idea of the EU Blue Card by means of comparison to the United States' Green Cards and visa H-1B systems to provide clear conclusions.
