The European Union (EU) has recently submitted a proposal for a Directive on the condition of entry and residence of third-country nationals for the purposes of highly qualified employment. This proposal aims to attract highly skilled migrants by granting them an EU Blue Card in order to access EU labour markets without limitations. Comparable in theory to the United States' Green Card which grants lawful permanent residence, the EU Blue Card has a system similar to the Visa H-1B in the United States which grants working visa and gives the holder a freedom to reside and to access the labour market. This book describes and analyses the new proposal for a Directive on the condition of entry and residence of third-country nationals for the purposes of highly qualified employment. It also demonstrates the responses to the proposal, the pros and contras, which are raised by the EU Member States, Experts, NGOs, Employers and also by Trade Unions. Finally, this book attempts to look at the feasibility of the idea of the EU Blue Card by means of comparison to the United States' Green Cards and visa H-1B systems to provide clear conclusions.
