The network where the resources are shared, to minimize the network overload the data rate must be adjusted used by the sender. The packets are dropped due to some routers are not able to forward the packets, so due to the bottleneck condition leads to many packet drops. May be the dropped packets already travelled a long way in the network and thus consumed significant amount of resources. So congestion leads to decrease the network throughput. This type of situation occurred on the early Internet, the development of the TCP congestion control mechanism. The major cause of network congestion is the irrational allocation of network resources. The congestion problem can be solved by the traditional congestion control methods such as rate control, window mechanism, queue control and others. To handle congestion due to irrational allocation, the solution is to make more effectively use of the network resources by adjusting the traffic. The real time traffic adjustment in mobile ad hoc network may be probabilistic depending upon the choice.
