Tove H. Malloy, Ph.D. Director of the European Centre for Minority Issues (Flensburg, Germany) is a political theorist by background specializing in the political and legal aspects of national and ethnic minority rights in international law and international relations. She has published numerous articles and is the author of National Minority Rights in Europe (OUP, 2005). Joseph Marko, Ph.D. Dean and Professor (Faculty of Law, University of Graz), Head of the Institute for Minority Rights (EURAC), has published extensively on minority rights issues. His habilitation dissertation is Theory of State, Austrian and Comparative Constitutional Law, and Political Science (1994).
