PAULA D. MCCLAIN is Professor in the Woodrow Wilson Department of Government and Foreign Affairs at the University of Virginia. She is the editor (with A. Karnig) of Urban Minority Administrators: Politics, Policy, and Style (Greenwood, 1988).
