This is a new paradigm for development. Illicit financial flows are constitutive of the existence of a fraud sanctioned by the Latin adage: "Fraus omnia corrumpit (Fraud corrupts everything)", a breach of equality between citizens and a factor of insecurity. The reaction of the international community was to set up an international body [the FATF, in English: FATF] to fight against the phenomenon of money laundering and terrorist financing or ML/FT identified as being at the base insecurity and poor governance. This translates into great transparency of the identity of users and financial flows (I), and a deterrent to failure to apply transparency tools by subject persons and to the commission by users of a large number of behaviors that undermine the legality of the origin of the money (II). Thus, we promote good governance.
