In this study, we based our observations on the INPP staff members who show signs of demotivation and/or non-involvement at work, based on their irregularity, absenteeism, abandonment of post, lateness, lack of attendance and zeal at work etc. The relevance of these facts reinforced our doubts about the practice of HR motivation in this institution. This state of affairs led us to examine the problem of staff motivation at the INPP in the light of the scientific literature. Faced with its ineffectiveness, we proposed to formulate recommendations to the authorities of this organization in order to improve their practice of motivation of agents. In order to achieve the above-mentioned objective, the research data were obtained through the use of documentary techniques with 150 subjects from the provincial directorate of INPP, which is located in the city of Kinshasa, in the commune of Limete.
