Performance measurement is a significant approach that can be used to improving business performance. This research focuses on the impact of performance measurement on the first level workers in organisations. The objectives of this research are to gain an understanding about the current thinking on performance measurement and motivation theories. Then, analysing this current literature to develop a model that advise first level managers about the aspects that they should use to motivate their subordinates as well as the aspects that they should avoid which have a potential to de-motivate their subordinates. Afterwards, to commence testing this model. The preliminary test of the model has taken place by conducting a pilot test of questionnaire which is built based on the individual aspects provided in the model. The result of the preliminary survey has shown that some updates to the pilot questionnaire should take place. Hence, a revised version of the questionnaire, which could be used in a further mass survey, is included in the appendices.
