Roberts Paeglis se doctoró en física (física médica/ciencia de la visión) por la Universidad de Letonia y recibió la beca universitaria Kristaps Morberga y otras. Adquirió experiencia internacional en el Laboratorio de Procesamiento de Imágenes de la Universidad de Tel Aviv. Como estudiante de doctorado actuó en las sociedades científicas OSA y SPIE.
