The study highlights the problem faced by municipal management to maintain the future of local governance. As institutions that are identified with the customs and traditions of the citizens, they can recognize the needs of their population through interaction and socialization in their territorial environment. This problem originates in the municipalities because the managers who are part of the institution do not have the necessary competencies, capacities and skills to govern and distribute economic resources in an orderly manner for the benefit of their inhabitants, thus generating a loss of institutional trust, which leads to an insipient governance.
