The main concern is the implications that they have as well as whether they have gone through proper planning procedures and obtain planning permission or they are operating illegally. Against this background, the study recommends the need to engage the main players (HCC, DPP, NGOs, the government, the operators of home-based child care centres and the parents/ community) to improve and promote health and safe standards in home-based centres and to review the standards that are too rigid.

Gloria Gwatsvaira was born on 7 June 1987 in Gweru, Zimbabwe. She went to the University of Zimbabwe where she carried out a research on the mushrooming of home-based child care facilities in a suburb called Budiriro, Harare. She holds a Bachelor of Science Honors Degree in Rural and Urban Planning with the University of Zimbabwe.
