Armenia and Azerbaijan accused each other of provocation. Baku took control of several settlements during the armed clashes. On November 9, Russia, Armenia and Azerbaijan issued a joint statement on ceasefire, according to which the warring parties remain in their occupied positions. Russian peacekeepers arrived in Nagorno-Karabakh. Security for the return of refugees and their movement across the line of contact was ensured under the direction and control of the Inter-Agency Humanitarian Response Centre.
