Biekenov Marat, profesor, doctor en educación pública, ha ocupado altos cargos en el Consejo Supremo, el Gobierno y el Senado del Parlamento de la República de Kazajstán. Fue Jefe del Departamento de la Academia de Administración Pública bajo el Presidente de Kazajstán. Presidente del Centro Internacional (no gubernamental) de Educación Profesional Adicional de la Administración Pública.
