Small communist groups were formed in Bengal (led by Muzaffar Ahmed), Bombay (led by S.A. Dange), Madras (led by Singaravelu Chettiar), United Provinces (led by Shaukat Usmani) and Punjab (led by Ghulam Hussain). However, only Usmani became a CPI party member.
