Kosimboy Pirjonovich Kabulov nació en 1986 en la región de Khorezm. Se graduó en la Universidad Estatal de Urgench en 2010 y en la Universidad Nacional de Uzbekistán en 2012. Defendió su tesis doctoral sobre la tolerancia en la armonización de los intereses nacionales.
