The need for security and peaceful co-existence are majorly the rationale behind social contract. States established government as an institution to manage the activities of citizens to achieve common good for all. Therefore, when the government fails on her constitutional duties to protect the lives and properties of her citizens and promote even development, equity and equality among members, chaos and anarchy ensue. Nigeria have experienced numerous political unrest ranging from the colonial era to post-colonial administration as influenced by unresolved National question, which includes: Kano riot of 1953, Census crisis of 1962, Federal election crisis of 1964, coup and counter Coups of 1966, Nigerian Civil War of 1967-1970, June 12th 1993, Presidential election nullification, and the recent incessant threat of secessionist agitations from the Eastern Nigeria, Boko-Haram terrorism and herdsmen crisis in the Northern Nigeria.
