Dr. Ronald Naluwairo is an academic and policy analyst with extensive experience in policy research and analysis. He is a Senior Lecturer at the School of Law, Makerere University and Senior Research Fellow at the Advocates Coalition for Development and Environment. Dr. Russ Rhoads is a Professor at Grand Valley State University and a Research Associate at the Advocates Coalition for Development and Environment.
