Fedor Mende schloss sein Studium an der Fakultät für Radiophysik der Staatlichen Universität Charkow ab und wurde an das Physikalisch-Technische Institut für niedrige Temperaturen der Akademie der Wissenschaften der Ukrainischen SSR berufen. Während seiner wissenschaftlichen Arbeit veröffentlichte er mehr als zweihundert wissenschaftliche Artikel und 28 Monografien
