The researcher hypothesized Non-Financial Promotional Programs as the key impediments. The researcher intends to find out whether the absence of these programmes has a direct bearing to the massive failure rate and subsequent stunted growth in the sector The research methodology adopted was descriptive survey, where the researcher with the aid of a research assistants administer questionnaires. The sample frame was drawn from the sample population of Small Business Holders within Eldoret Municipality. Systematic Sampling, Stratified Sampling and Purposive Sampling techniques were integrated during the process.Descriptive and inferentials statistics were used to present the findings. The findings of the study showed that finance was not the key factor affecting and leading to the collapse of MSEs within the study area.
