Paul Delaney est né à Summerside, à l'Île-du-Prince-Édouard. Il est l'auteur de plusieurs articles sur les origines et la déportation des Acadiens. Il a enseigné pendant une vingtaine d'années à l'Open University et au Westminster College of Further Education à Londres, en Angleterre, avant de consacrer autant d'années à l'enseignement de l'anglais à l'Université de Moncton, au Nouveau-Brunswick.
