Robin Hayes, a Republican, was elected for a fifth term in 2006 by a tiny margin of 329 votes in his favor. Hayes faced high school teacher Democrat Larry Kissell. In the subsequent 2008 election, Kissell defeated Hayes by a margin of 55 percent to 45 percent and won the right to represent the district.
