Health workers were not motivated for 64.3%. As for community leaders, 50% of ComHA presidents had not been trained in ComHC management, more than 71% said they had not organized talks, and only 14.3% had ordered expenditures from their own funds. More than half of the communesdid not have an updated CSDP and budget lines allocated to food and nutrition.
