Der 14. Kongress für Griechische und Lateinische Epigraphik stellte die Bedeutung der Inschriften für die öffentliche Kommunikation in den Mittelpunkt der Diskussion. Dabei sollte vor allem danach gefragt werden, wie sich dieser kommunikative Charakter der Inschriften nicht nur durch den Text ausdrücke, vielmehr in den meisten Fällen noch weit mehr durch das Monument, mit dem die Inschrift verbunden ist. Daneben war nach dem Ort und damit nach dem Publikum zu fragen, für das die Inschriften mitsamt den Monumenten bestimmt waren. So wurde untersucht, ob städtische Zentren andere Ausdrucksformen erfordern als ländliche Räume, ob pagane Heiligtümer und christliche Kirchen spezifische Formen der Kommunikation erkennen lassen, nicht anders als bei Inschriften, die innerhalb von Häusern erscheinen oder auch zum Beispiel in Hafenstädten. Erstmals wurden auch Regionen eingeschlossen, in denen neben griechischen und lateinischen Inschriften auch andere epigraphische Kulturen erscheinen, vor allem der vordere Orient und Ägypten.
